Each area with a populace had a Sanctuary Area. They appeared after everyone cleared the First Floor: Aestin's realm.
In the Sanctuary Area, people couldn't hurt each other. It was an indestructible area because people's powers would lose effects on both people and inanimate things. Nobody could get hurt by others.
However, a sanctuary area was tied to the guilds situated in it and in the surrounding area that it influenced.
If people living in the sanctuary areas had a high kill count of other leveled humans, the effects of the Sanctuary Area would reduce, making it possible to hurt others to a certain extent.
Phoenix City's sanctuary area was in the vast meadow where guilds were situated, and it was at [100/100] Santruary protection.
Meanwhile, Frangara city's sanctuary was at [0/100] Sanctuary protection.
