Chapter 106: Unauthorized Construction
Chapter 106: Unauthorized Construction
Upon hearing Wu Hao's response, his mother, Zhang Huilan, began to explain the reason for her call. She mentioned that several local leaders had recently visited their home. They claimed that their house was considered an illegal occupation of land and an unauthorized construction. They requested that the house be demolished as soon as possible. Zhang Huilan and Wu Hao's father didn't fully understand the specifics behind these allegations and regulations. They felt somewhat anxious about the situation, being rural folks with limited knowledge of land use regulations.
Therefore, as soon as the local leaders left, Wu Hao's parents promptly contacted him to inform him of the situation. Wu Hao realized that it was related to their house construction, which had been overseen by the village head, Wu Sancai, and Wu Hao had relied on his assurances when building the house. Wu Sancai had assured Wu Hao that he could proceed with construction, provided he reported the project to the higher authorities. At the time, Wu Hao hadn't thought much about it since their village was quite remote, and house construction was a common practice among the local villagers.
"Your Uncle Sancai knew about it. The people who came from the town were led by him. But he didn't anticipate that they would come, and he was the one who alerted you over the phone," Zhang Huilan explained carefully.
"Alright, Mom, I have a general idea of what's going on. I'll handle this when I come back tonight. Don't worry too much," Wu Hao reassured her.
In reality, there were two possible reasons for the visit of the town officials to their home. Either they had come to conduct official business following the law, or they wanted to remind Wu Hao's family that there were still many unresolved issues related to their use of the land for building their villa.
However, if the situation were viewed in terms of the country's land regulations, Wu Hao's family's construction on the mountains and a small portion of farmland was indeed illegal. In more developed suburban areas or towns, authorities might have intervened early on in the construction process.
But at that time, Wu Hao had instructed the village head, Sancai, to negotiate with the town authorities. He had also paid a considerable fee for land use to some villagers. The fact that their village was remote and other circumstances had led to no one causing trouble for Wu Hao's family at that time.
The reason someone was raising the issue now was likely due to changes in the town's leadership or rumors reaching the town, and they wanted to exploit the situation for their own gain.
This situation is a common phenomenon in real life, especially considering that Wu Hao's family's villa indeed occupies land illegally.
After hanging up the phone with his mother, and with plenty of time left in the day, Wu Hao continued working on the design and manufacturing of the aircraft. It wasn't until the evening, as darkness settled in, that he briefly handled some base matters. He then packed a small box and quietly left the base under the cover of night.
This time, Wu Hao didn't carry many items back home; just a few vials of spirit liquid and some of his frequently used equipment.
After flying all the way, Wu Hao returned to the place where he had parked his car. After stowing his specially designed suitcase in the vehicle, he drove back to his hometown.
The journey proceeded without incident, and Wu Hao's car arrived at the village. As he passed by the village yard, he faintly overheard conversations among some villagers.
"Today, officials from the town came, saying that Wu's villa is an illegal structure and needs to be demolished. If they really tear down Wu's villa, it would be such a waste!"
"That's right. I heard that Wu's villa cost several million to build. If it's forcibly demolished, it would be such a shame."
A few villagers conversed while noticing Wu Hao's car. People in the village were already familiar with Wu Hao's vehicle, so when they saw it, they knew he had returned to the village.
Driving the car, Wu Hao didn't react to the villagers' conversations as he had already thought of a way to address the matter.
Soon after returning home, Wu Hao coincidentally met the village head, Wu San Cai, who was in conversation with Wu Hao's parents. When they saw Wu Hao returning, they stopped their conversation.
"Uncle San Cai, you're here too! Good timing, I was also planning to talk to you about something," Wu Hao greeted.
"Ah, Wu Hao, this matter is partially due to Uncle San Cai not handling it well back then. Originally, I reported this to Secretary Li in the town, and he gave his approval. However, in the last month, Secretary Li was transferred. Since there wasn't any official documentation regarding your family's house construction, the new leadership used this issue to make a point. I think you should understand their motivations" Wu San Cai expressed his apologies.
"Uncle San Cai, it's not your fault. It's because I didn't plan this properly back then. But I have a solution now. Tomorrow, could you please talk to this new official and tell him that the 'Eastern Galaxy Investment Company' plans to invest in developing and building a tourist resort covering over 10,000 mu in our Sanxi Village?" Wu Hao smiled and said something that left his parents and Wu San Cai puzzled.
"Son, why do you suddenly want to build a resort again? Hasn't our house construction issue not been resolved yet?" his mother asked.
"Mom, this resort includes our house. The town said our house encroached on the land, making it illegal. But if we label it as a resort, this illegal occupation issue becomes legal. This way, it will be considered a joint investment and construction by the town and the village. Therefore, even if our house is large, it will be legal, and there won't be any talk of it being illegal," Wu Hao explained to his parents.
Upon hearing Wu Hao's explanation, Zhang Huilan and Wu Guodong were somewhat unclear but understood the general idea. However, Wu San Cai, who was familiar with the village's land use, was puzzled.
"Wu Hao, is this your solution? About building a resort that covers 10,000 mu?" Wu San Cai understood that Wu Hao wanted to give their villa a legal status by calling it a resort, but he was uncertain if Wu Hao genuinely intended to undertake such a massive project in the village.
