Chapter 93: Officially the Interstellar Aristocrat
This was the problematic thing for several species, when they had lower numbers, because it was making any possible expansion of the nation, or whatever, much harder.
Due to that, the population of the Votanns was the same, or approximately the same as the one of the Asuryani within the Empire. However, compared to the Asuryani, the Votans lived only in certain areas of the Eternal Empire of the Asurya.
Most of the Votanni were living in the Forge Worlds of the Eternal Empire or some other location where they could pursue their craft. For that reason, those planets were the most suitable ones and it was relatively rare to see the Votanni outside these areas.
Arcturus looked around the most buildings within the Imperial Docks that were near the Imperial Citadel of the Celestara in mild wonder because everything around here was very beautiful, certainly aesthetic in some sense, and at the same time, the entire place was very clean.
"The planet is very clean... not like I would have expected, most of the captials or even bigger cities in alômasot every civiliztion are far from this level of cleaniness."
He could see that this was just natural to the citizens of the Eternal Empire of the Asurya, something like second nature to them. He could see that everyone around him was taking it as something that was certain.
When he thought it over it, even the Starfort Lycurgos was very clean, despite being military facility and everything was rather cramped in one place. When he was there, everything was clean like a state of art cleanliness, and they were making sure that there was no trash around.
"Of couárse it is... every single palce within the Eternal Empire muist be perfect in every single sense. Not to mention, the Empire has long ago mastered the technology for perfect recyclation of the materials, so we are producing literally zero waste. Every piece of trash and garbage is recycled in some way, either to be reused once again, or another purpose is found for the materials."
Star Knight Neros Thoran of the Imperial Knight Order stated as they strode towards the headquarters of the Imperial Administration, which was located in the area close to the Imperial Docks.
"We would be soon arriving at the Headquarters of the Administratum, that's the one huge pyramid-shaped building attached to the Imperial Citades, right to the main Citadel."
The middle-aged Imperial Knight motioned for Arcturus to follow after him, as they arrived at the entrance to the Imperial Administratum as they were walking for around half an hour or so.
During the past half an hour, he managed to find many new things about the Empire, its culture, and the peoples living in it.
At the same time, he also learned that the Neros Thoran was a Phoenix Prime native, actually one that was born in the Imperial Capital City of Celestara, but his parents moved out to the nearby small community.
It was rather interesting to learn that the urbanization wasn't really a thing for the people of the Empire, as they were one of the few species and star nations that didn't do it that way, but instead, people lived mostly in the smaller enclaved around the planet they were inhabiting.
Only approximately 25% of the planet's population, sometimes an even lower numbers, lived in the capital cities or so because mostly only those who needed to live in the world.
Apparently they were returning back to their roots which were rather an interesting concept.
The bureaucratic center of an interstellar empire such as the Eternal Empire of the Ausurya was a sprawling complex that reflected both the grandeur and the intricacies of governance on a galactic scale.
The bureaucracy apparate of the High-Level Civilisation was an enormous structure that employed several tens of thousands of employees and an untold number of droids for various purposes and many Artificial Intelligence.
Even from a distance, Arcturus could see a vast structure, towering above most buildings in the bustling capital planet, its architecture a blend of sleek, modern lines and ornate elements of the Empire. It was shaped like a pyramid, which was most curious, in his opinion, but he wasn't one to judge.
"So we get into the line or whatever?"
He asked when he noticed many people waiting in line, some of them were wearing even more luxurious clothes and it seemed that they had been waiting there for some time already.
In the end, the administration and bureaucracy were the same everywhere; it was a total pain in the ass. However, it seemed that Lady Luck had smiled on the poor him when Star Knight Thoran shook his head and led him to enter the building.
Unbeknownst to Arcturus, the arrival of the Imperial Knights at the Headquarters of the Imperial Administration created smaller common as many citizens were looking at the Imperial Knights with a mixture of respect, admiration and reverence as it seemed that they were escorting someone to the Administratum.
Those older and more experienced immediately realized that this wasn't an ordinary situation and that something was going on when the Imperial Knights that could be commanded only by the Lord Padishah-Marshall or the Grandmaster of the Order appeared in public and were escorting a teen into the Adminitratum.
Some who were members of the Imperial Aristocracy even realized that this should be someone very important to Lord Padishah-Marshall if he sent the Imperial Knights to escort him.
One needed to know that the Imperial Knight Order consisted of the most Professionals from the entire Eternal Empire of the Asurya.

Meanwhile, some outside were wondering about the reason for this commonality; Arcutrus had the honor to meet the bureaucracy in another world for the first time in his life.
And he had to admit that it was rather different from what he expected, yet it was rather similar.
Inside the pyramid-shaped headquarters of the Imperial Administratum, the atmosphere was a mix of urgency and formality. Everything moved like a very well-oiled machine, and nobody was allowed to make even a single mistake for such wonder to work without any delays.
The halls were lined with holographic displays showcasing real-time data on trade, diplomacy, and resource allocation. There were also several holographic projections with maps of the building of the Imperial Administratum that served as navigation for the people to find the individual departments.
Arcturus also saw here several delegates from many plants who were clad in the uniforms that signify their Ranks and Origin. Every single nook and cranny of this place was especially clean like one would be very hard-pressed to find even a single speck of dust in this place.
"Now, we are heading towards the General Registration Office; from there, we would be going to the Office of the Health-General for the Genetic Tests and Confirmation, back to the General Registration Office, then to the Office of the Titles and Aristocracy and then once again to the General Registration Office for the final complete submission and with the paper from there, we would go to the Bureau of Imperial Citizenship: Department of the Imperial Aristocracts, where you will get your credentials."
Arcturus tried to listen to the Star Knight Thoran but got lost after the second sentence because it was rather complicated, and he got lost very fast about where exactly they would be going.
"Yeah, that's what I thought, and that's the reason why the bugs are better than this place. Even that dammed hellhole of Roku Prime looked nicer."
As the Star Knight grumbled about the situation, the small entourage proceeded to the clerk in the General Registration Office, where a middle-aged Asuryani woman was doing something on her touchpad, as she didn't even bother to look at them when she passed them some stack of papers.

"We already filled out Application Forms N.198-Citizenship, N.199-Highborne Status Confirmation Request, and N.200-Deed of Nobility Issuement."
The Star Knight Thoran tried to hold back his frown as he passed her some sheets of paper. The woman stopped tapping something on the pad and holographic project next to her, and she quickly skimmed through the papers with her eyes at lightning speed.
It was almost surreal, but after three seconds, she was finished with everything and pushed a few stamps on the Application Forms.
"You can go for the Office of Health-General. Submit the Application Forms N.198-Citizenship and N.199-Highborne Status Confirmation Request and N.200-Deed of Nobility Issuement and when you have confirmed the identity, return here for the Acceptance of the Confirmation, for that you will need to fill up separate Application Form and submit it individually.
After that, you can head towards the Office of the Titles and Aristocracy to register as the new Noble.
There you will get a separate Application Form that needs to be filled and accepted and when you are in the system, return to the General Registration Ofice where you will get a paper of acceptance, and you can head towards the Bureau of Imperial Citizenship: Department of the Imperial Aristocrats where they would give you Engravement, Title Deed and Credentials."
Hearing the lengthy explanations of from the clerk at the Administratum as the Star Knight Neros Thoran nodded and thus, headed towards the Office of Health-General, which was the more unpleasant experience at the Imperial Administratum.
The purpose of the Office of Health-General was to confirm the identity of the person.
Nothing more and nothing less, they took his DNA and confirmed his identity as Highborne Asurynai and also assigned this DNA, Energy Signautre, Metal Waves, and even Soul Imperint to his Identification Card.
Everything was done with the most advanced technology and even with the Psyker Abilities and Psionics of the Beoynders because the Surgeon-General of the Office of the Surgeon-General was Beyonder, who specialized in these matters.
When they were done at the Office of the Surgeon-General, the entire entourage of the Imperial Knights returned back to the Office of the General Registration with the papers and then got to the Office of Titles and Aristocracy, where Artcurus filled out more paperwork.
He got here several deeds that he then submitted to the Generation Registration Office, and when everything was approved, approximately seven hours later, he was finally standing in front of the Bureau of Imperial Citizenship: Department of the Imperial Aristocrats.
Contrary to everything within the headquarters of the Imperial Administration that was pristine clear and so on, the Bureau of Imperial Citizenship: Department of the Imperial Aristocrats was located in the depths of the pyramid-shaped complex, deep under the ground and protected by several soldiers.

Within a small office that looked rather dark, overcrowded by books and some old-looking machinery that looked far more exotic than anything that he had seen in the Eternal Empire of the Asurya.
"Hmm... newborn Highborne? Yes, yes... what a rare occasion... hmm... it seems that everything is set..."
Arcturus sat alone with the office of the Head Archivist of the Department of the Imperial Aristocrats under the Bureau of Imperial Citizenship. He was accompanied only by the Star Knight Thoran as they looked at the eccentric-looking older man, who looked like he could die at any moment.
He wore something that Arcturus would classify as a "Steampunk" three-piece tailored suit with a monocle over his right eye, as he was tapping something into an archaic-looking machine that had a certain weird feeling to it.
"Seems that everything is set. Please enter your right hand into the Engraver."
The Head Archivist, whose name remained unknown, motioned him to put his hand into a really creepy-looking machine, but nevertheless, Arcturus did what was needed and entered his right hand into the machine.
"Now it will sting a bit."
Suddenly, he heard some "clicking" sounds and stinging pain on the back side of his right hand, beneath his hand, as the machine was engraving a tattoo into his flesh.
Soon enough, an engraved tattoo was formed beneath his right hand, showing the Imperial Phoenix, the symbol of the Eternal Empire of the Asurya, together with the word "Astra Dominus Princeps".
The free translation would be the "Lord of Stars - First", the first stood for the generation of the Highborne Asurynai. The ones who belonged to the 1st Generation of the Highborne were even further distinguished from the other generations.
"And now we are done. You are officially the Aristocracy of the Eternal Empire of the Asurya. Now, here is the Codex of Imperial Conduct, Codex of Duties and Privileges of the Imperial Aristocrat, and some other things. Also, this is your Deed of Nobility and Token."
The elderly man, who was clearly Highborne Asuryani as he, then politely told them to get out and leave him alone. When the entire process was completed, Arcturus sighed in relief because he was finally officially a Citizen of the Eternal Empire and also the Interstellar Aristocrat.
It was almost a surreal feeling that he was a Noble.
Even though he didn't really feel much nobler?

Contrary to the Nobles of his old life, the Interstellar Aristocrats usually derived their Nobility from their Bloodlines that were used to transfer powerful Psyker Abilities, Affinities for the Psionic Arts, or Attunement for the Psionic Energy down to their descendants.
One can say that there was a reason why "Nobles" were distinguished from the common men.
