The confidential assembly situated in the Citadel's Hall of Unity was a short and secretive meeting of the higher echelons directly summoned by the highest authority of the United Navy. The reasons or objectives about what the conference entails remains a mystery in the sanctum of the UWG.

However, it was clear that what followed after the meeting the establishment of a country under the authority of the naval organization, the United World Government.

The United World Government was announced in the celebration of victory in the 4th of September, Year 0002 of the United Calendar. The abrupt announcement was met with all kind of reactions, especially from the allied islands.

It was through this declaration that they had realized their partner wasn't a country on its own, but merely a naval organization. Even though the United Navy acted like a nation of its peculiar circumstance, it wasn't.

At any rate, the proclamation brought about the change of status in the sea region of Terra. The United World Government had pronounced its territories from the northern most island of Terra, to the Port of Dawn and the Construction Yard Vulcan.

The islands outside of the spoken territories were considered as dominions of its own influence as such doesn't have the privileges of a territory under the control of the UWG. The allied islands were taken by surprised of this assertion of influence.

But the first country established in the sea region of Terra, the State of Minos quickly caught on with the implications brought about by the United World Government. In a seminar between the allied islands and the now established United World Government, the State questioned.

"How does a state join the ranks of the United World Government?"

The State of Minos was the longest and nearest partner of the United Navy. Politics was something they have learned and understood greatly. They have also learned of the importance that the United Navy held. What it had that they didn't was a future.

A future that they must attained.

With this in mind, they weren't hesitant in the suggestion of the abandonment of their own sovereignty in favor of being under the banner of the United World Government.

Anyhow, their question was answered in satisfactory. The ability for an independent state to join the ranks of the United World Government was available. However, the following requirements must be followed before hand.

The independent state must not be in the influence of war. It cannot declare war without the permission of the World Government, otherwise, it will fight its own battle alone. However, once a state was attacked unprovoked by a hostile entity, the United World Government must protect it.

Not only that, the independent state must have a tinge of economic stability and must not participate in crimes against sapience. The CaS or Crimes against Sapience was akin to the written law regarding crimes against humanity.

Due to the wide range of sapient species in the world, it was transitioned to encompassed all sapient life, humanoid or nonhumanoid. However, for such protection to come to be, the spoken species must be a sapient one.

Although not a requirement, the aspects of sapient species comes in three departments. The establishment of a society, the existence of a language, and the formation of clique. With these three, one can assess a species to be sapient.

However, the Crimes against Sapience and the sapience species were a whole cans of worms that had to be dealt with thoroughly instead of immediately.

The requirements to join under the banner of the United World Government as a state wasn't explicitly detailed as to leave room for interpretations in the broader future. Because of this, the State of Minos, under the conference that was meant to clarify the laws pertaining the UWG, became its first fourth state.

The consolidation of the State of Minos as part of the United World Government was immediate yet steady. The World Government was already used to working with the lawmakers of the State of Minos. The status quo wasn't changed much, practically maintained since the beginning.

The State of Minos would be semi-independent as it has its own local government to govern the island. However, the State Government must follow the laws stated by the WG, although some can be interpreted as long as it follows the laws quite generally.

Naturally, the Island Archipelago and the Southern Austerus had also given their vote to join the United World Government. The leader of the Liberation Front, Hermona, understood the importance of a powerhouse behind them.

The industrial and economic power of the United Navy, now officially known as the United World Government, also wasn't to be underestimated. As long as the Island Archipelago advances under the banner of the UWG, economic stability and society growth was already a natural.

The leader of the Bestian Confederacy, the supposed country of Southern Austerus had the same thoughts as well.

However, the two were rejected in their proposals of joining the ranks of the United World Government. The newly-elected Prime Minister of the UWG concluded their supposed countries to be not up to the barebones requirement of the World Government.

The Island Archipelago hadn't established a country of its own, continuing to perpetuate the existence of the tribes that resided within the islands. There was no central government, and there was no economic stability to measure.

The internal politics were also rough with the tribe chiefs being somewhat indicant with working together once again after defeating the Colonial Dominion of Terra. According to them, they were already settled with working alone.

As such, the Island Archipelago had no perquisites to join the United World Government as a proper state.

On the other hand, the Bestian Confederacy was even in the worser circumstance than the fragmented Island Archipelago. The Bestian Government was barely in control of 35% of the Southern Austerus with several warlords controlling the rest of the landmass.

The Southern Austerus was fully brimmed with beastfolk of all kinds. After the rebellion that decimated the entirety of the southern island, the population hadn't explicitly bared its fangs towards the United World Government.

They were also purist, with a particular dislike with humans and those that dared to mix with them. The situation in the south was complicated. It might need decades of rehabilitation to work, however, the United World Government cannot accept the confederacy nonetheless.

The reason why the Bestian Confederacy wanted to join to begin with was simple clear. It was dragged along the United World Government in their conflict against the southern warlords. There was also the benefit of economic and structural growth that comes along as a state of the UWG.

However, being in another conflict and supporting a lone government in that conflict was already something that most of the higher echelons in the United World Government had seen in their former world. The conclusion of such endeavors were poor, giving them little to no confidence.

Nonetheless, the two not-so-functional states were expounded greatly of why they weren't easily accepted like the State of Minos. The reasons were clarified and simplified, assuring that they could understand it well.

Despite the disappointments and annoyance of the two states, the reasons were understandable and were already pronounced in the former clarification of what may be considered as a state that could join.

This was the first two weeks of the United World Government, which was a lot calmer than they had previously thought. Perhaps they had underestimated the influence they had over their allies, though advancement and growth was what they were focused at.

The Fleet Admiral of the United Navy began the introduction of artificial islands. No one in the United World Government knew how they came to be, not even the higher echelons who were usually privy with national secrets.

These artificial islands were separated into three distinct types. The Island Cities, the Agricultural Islands, and the Industrial Islands. Most of the artificial islands that the highest authority had introduced were Agricultural and Industrial Islands that would propel the economic advancement of the UWG.

There were also some Island Cities brought about by the fleet admiral. These cities were the newest states in addition to the central government of the UWG. Their names were Solaris, Aurora, and Selene. The three Artificial Island Cities with each consisting of a hundred thousand in population.

Their existence further advanced the influence of the United World Government as it had now become the majority in the sea region of Terra. The inclusion of beastfolk immigrants also aided the growth of the population, though the process was regulated by the WG.

The sea region had now been heavily patrolled with frigates under the United Navy, maintaining the security of the UWG Territory as the smugglers and pirates continued to surged into the sea with the Colonial Dominion leaving a power vacuum.

It was fortunate that the United World Government quickly filled the power vacuum, however the influence of the Colonial Dominion was something that not even the newly-established nation could rival.

Following the inception of the artificial islands was also the emergence of the Seventh Fleet. It was the largest fleet in the United Navy, which had become the symbol of the United World Government's authority over the sea.

The existence of the Seventh Fleet made sure that no immediate counter attack from the continent of Europa would come to be. Not only that, the Seventh Fleet was also modified to meet the new optimized standards of the United Navy.

Each warship would be equipped with Advanced Systematic Barrier Control and the Runic Barrier Array. The existence of this two practically revolutionized naval warfare like how guided missiles turned the 20th century naval code upside down.

Although the endeavor would take some time and would be somewhat expensive undertake. Nevertheless, for the Fleet Admiral, there was no such thing as impossible.
