In the towering Citadel of the installation that pierced through the azure skies of the heavens above, an assembly hall resided in its foot, merely above the Foundation. It was a massive conference room, far larger than the one dwelling in the Port of Dawn.

It was the administrative chamber of the United Navy, the hall that would decide the future of the naval organization. And within it was none other than the highest authority, Fleet Admiral Abraham Shepherd, the supreme judge of the Hall of Unity.

Abraham sat on his seat in the assembly hall that stood higher than the most. It was akin to a luxurious and private loge, though a bit more open than the former. He could see everyone that would be sitting in the hall, and they would also see him.

However, the grandiose nature of the Hall of Unity wasn't the reason why he had called for the higher-echelons of the United Navy. It was merely time for the United Navy, as such he summoned them.

'They should be entering the hall at any moment.' A calm thought emerged as he gazed at the entrance of the assembly hall. The mere entrance stood 50 meters high, which was already a magnificent sight for those that walked through it.

However, the Greek-like architecture of the Hall of Unity improved its appearance even further. It was as though one had entered the hall of the gods where they would decide the fate of the world. It was quite a scene as 24 gargantuan pillars surrounding the hall.

There was no practicality of the architecture, but perhaps that was the reason why it felt so divine. The heavens heeds no practicality or efficiency, for its beauty and magnificence would be enough to thwart any fools logic.

At any rate, the first group had arrived. The lieutenant commanders of the Port of Dawn and Vulcan had walked through the entrance. The moment their eyes laid bare to the fleet admiral, they quickly straightened their backs and saluted.

Afterward, they heeded to their designated seats and awaited for the remaining higher-echelons of the United Navy.

In the Foundation of the installation, Laplace and Mercedes were walking through the grassy landscape in the middle of the structure. The evergreen terrain encapsulated the towering tower of Citadel, ensuring the disconnection between the military and the administrative affairs of the UN.

"I thought their technology was already impressive enough. But it seems that they can't stop surprising me." Laplace muttered to herself, gazing at the Citadel, which pierced through the azure skies. It made her wonder about what secrets the United Navy may have hidden from the world.

"So, this is the authority of the United Navy in its actual form. A puncturing tower that touches the heavens as though answering to the gods themselves. Although I don't believe in such beings, it makes me wonder if the fleet admiral is one." Mercedes mumbled to herself, looking at the same tower.

Laplace raised her eyebrows after hearing the remarks of the first lieutenant. Her lover was no god, but perhaps in the future, he would become one. After all, Abraham and herself would find it difficult to die in natural causes.

The people surrounding them would sooner or later grow old, replaced by their children and grandchildren. How the second and third generation would look at them was a question she dared to ask.

Though, didn't dare to answer.

The loyalty of the United Navy may have been over the skies in the first generation, but it becomes questionable in the second. She would have to make sure to keep everyone in line and assure the destruction of disloyalty.

As a dragoness, the arrogance of an insect ticked her the most.

Laplace soon sighed and shook her head. 'The subordinates of the United Navy are beyond the subject of ants. They are hounds, waiting to be called about by Abraham. However, the moment a hound bites the hand that feeds it.'

Her eyes narrowed as her golden irises glowed in a neon hue. "I will have to enact the first purge." She wasn't ignorant of how time affects the generations of an organization. After all, she was formerly known as the leader of the Revolting Tide, a century-spanning rebellion.

The rot within the Revolting Tide hadn't instantaneous emerged in a single year, month, or day. Instead, it took years, decades, and perhaps century for the rot to overcome what was alive. Laplace didn't want her old circumstance to be felt by her lover.

The pain she had felt from the betrayal of the organization she had taken care of for over a century was a deep-seated agony that she didn't wish for Abraham to feel the slightest. As such, the prevention of the rot had to be done in the earlier stages of the United Navy.

However, the ultimately, the fate of the United Navy wasn't for her to decide. It was a decision that should be made by Abraham, so the only thing she could do was guide him.

Laplace glanced at Mercedes who was entranced by the colossal tower of Citadel. A smile creeped into her face as she remarked to the silver wolf. "We shouldn't waste anymore of our time here. They should be waiting for us inside the Citadel."

Before Mercedes could react, she felt the dragoness hugged her as they immediately teleported out of the grassy landscape and emerged in the gargantuan entrance of the Hall of Unity. The silver wolf was disoriented at first, but noticed the white marble architecture surrounding them.

"It's much bigger than the one in the Port of Dawn. It seems that they have outdone themselves once again." Laplace muttered to herself as she walked through the gate of Unity. Mercedes followed from behind, deeply amaze by the architecture that encapsulated them.

The two soon made their way into the Hall of Unity, which the attendants quickly announced their designated seats. Their seats were somewhat surprising, as it was directly inside the loge of the fleet admiral. Practically the chairs behind him.

"Laplace, Mercedes, what do you think?" Abraham smirked as Laplace and Mercedes stepped into the one and only loge in the Hall of Unity. It spoke a lot of his status, signifying his stature of being above from what was below.

"I can't help but wonder if you really aren't an emperor of some sort." Laplace grinned at the middle-aged man, whose smirk turned sheepish. The whole architecture of the Hall of Unity already gave the vibes of an imperial senate.

He wanted to defend himself by saying that he wasn't the one that made them construct it, but Charlotte also got into the loge with a curious expression on her face. "I was wondering where the three of you are."

"At any rate, why have you called for us, Abra- I mean... Fleet Admiral." Charlotte quickly, but calmly changed her tone into a more formal one. She was in the dark about the plans the problem dragon and the middle-aged man had in mind.

Even Mercedes also wondered about the same thing as theories surged through her mind trying to explain the situation before her.

"Well..." When Abraham heard the question of Charlotte, he felt a bit complicated and wondered whether he should wait or straightforwardly tell her. He glanced at Laplace for help, but notice her looking away while whistling.

'Systema, may I have your wisdom?' He called for his precious partner, but like the usual, no reply would come in when he found himself trapped in a peculiar situation. However, after much deliberation inside his mind, he finally made a decision.

Abraham straightened his back and lightly coughed, attracting the attention of both Mercedes and Charlotte even further. They deeply gazed at him, curious about his reasons for calling them. Their theories were mostly related to wars.

They wondered if the fleet admiral had another target for them to liberate. There were tons of savage nations in the world, so the number of factions they have to give freedom was difficult to quantify. Though, it seems that the two had misunderstood his intentions.

Silence permeated through the air for a short moment before Abraham opened his mouth and told the two about his plans from the bottom to the top. Most of it correlated to one thing and it was the creation of a country under the authority of the United Navy.

The explanation took some time as Abraham made sure that the Mercedes and Charlotte understood his attentions in a greater detail. After all, he didn't want misunderstandings to appear from out of nowhere because of the lack of information.

"I see... That's why the higher-echelons are being called to this installation." After the explanation of the fleet admiral concluded, Charlotte nodded in understanding, her reaction was as calm as an untouched lake.

On the other hand, Mercedes tilted her head in confusion. Though, she soon realized that the United Navy didn't answer to a country of any sort. It was its own private organization, even though it was more of a country of its own than any self-established countries in the Ferus Sea.

Laplace stepped forward with the edges of her lips rising. She couldn't contain her excitement from the thought of building a country from the ground up. Although it might not be that different from working along with the United Navy, it was still a path she hadn't delved into.

"It has been quite some time since the United Navy made its way through the seas of this world. We have fought against sea monsters, to magibeasts, armies, and navies. The United Navy has stood at the top of each challenge, and it shall continue to do so for eternity."

"The Establishment of a Nation..." Laplace uttered from her supple lips and continued. "Is a matter that must be done, an inevitable outcome."
